The Maritime Trades Department, AFL-CIO mourns the passing of General President Patrick Finley of the Operative Plasterers’ & Cement Masons’ International Association of the United States and Canada, AFL-CIO (OPCMIA) on April 10.

Brother Finley, who served on the MTD Executive Board, was at his home in Philadelphia with family when he died. He was 64.

The OPCMIA General Executive Board elected Daniel E. Stepano as its new general president when it met a week later.

Finley joined OPCMIA Local 592 in Philadelphia in 1979. He climbed the ladder through his local before becoming a deputy international representative in 1995, then the union’s secretary-treasurer the following year. By 1997, he was serving as the general president.

“I worked with President Finley at many AFL-CIO Executive Council meetings,” noted MTD President Michael Sacco. “He was a good man, a good leader and always fought for his members.”

Stepano began his career with the union when he joined Local 31 in Pittsburgh in 1980. He was serving as the international’s executive vice president at the time of Finley’s passing.
