Franklin R. Parker recently was sworn in as the chief counsel of the U.S. Maritime Administration (MarAd).
A graduate of Yale University, Stanford Law School and the John F. Kennedy School of Government at Harvard, Parker had served in the Navy prior to joining MarAd. While there, he served as special assistant to the general counsel and worked on such important issues as acquisitions, procurement fraud, intellectual property, cyber security and fiscal, ethics and personnel matters.
Parker received the Navy’s Meritorious Public Service Award, as well as its Distinguished Public Service Award.
